At the Outskirts of Vienna: A Sustainable Solution for Energy Independence

Inside a vast hall in the outskirts of Vienna, pipelines glisten as they transport treated wastewater through three massive heat pumps. This is all part of Austria's efforts to decrease carbon emissions and reduce its reliance on Russian gas. More and more European cities are taking notice and considering this alternative approach.

The Most Powerful Plant in Europe

The plant is being hailed as the most powerful in Europe, and it is currently providing district heat to 56,000 households in Vienna. Wien Energie, the operator, plans to double its capacity by 2027 to serve 112,000 households.

Heat Pumps: The Innovative Solution

Heat pumps function similarly to refrigerators, except they extract heat instead of cold. While household heat pumps have been gaining popularity, they can also be used on a larger scale for city heating systems.

Kirchberger mentioned that the plant has sparked interest from energy suppliers in other European cities who are also in the process of installing heat pumps that utilize the heat from wastewater to provide heating for households. The heat pumps in Vienna are powered by electricity from a nearby hydropower plant, and they are located next to a sewage treatment facility.

A Sustainable Source of Energy

Since December, the heat pumps have been using the steady flow of treated water from the facility. They extract six degrees Celsius (11 degrees Fahrenheit) of heat before the water is returned to the Danube River. This also has the added benefit of reducing the temperature of the water being discharged into the river, which is crucial given the warming waters of the world, according to expert Florian Kretschmer.

The extracted heat is then distributed to Wien Energie customers through a vast network of pipes for district heating. This network spans 1,300 kilometers (800 miles) and is the third largest in Europe.

Kretschmer, from Vienna's University of Natural Resources and Life Sciences (BOKU), explained that the technology itself is not new, but the use of wastewater as an energy source is innovative. He added that in other cities, such as in Scandinavia and Switzerland, heat is already being extracted from wastewater, and heat pumps using sewage water are also being implemented in places like Hamburg, Germany.

Pioneering the Way Towards Energy Independence

The initial plans for the heat pumps in Vienna were made four years ago, with an investment of 70 million euros ($76 million) for the first phase. Wien Energie supplies district heating to 440,000 households, which is almost half of Vienna's total population.

In 2018, the EU recognized wastewater as a renewable source of energy, giving a boost to projects like the heat pumps in Vienna, according to Kretschmer. Lars Nitter Havro, a senior analyst at Rystad Energy, stated that as the EU aims to double down on energy efficiency, it will be crucial to switch from fossil fuels to electrified solutions like heat pumps. Currently, half of all households in the EU still use fossil fuels for heating.

In the past, Russia was the main supplier of gas to the EU, but since the 2014 invasion of Ukraine and the subsequent spike in energy prices, Europe has been looking for alternative sources. Austria, being a landlocked country, remains highly dependent on Russian gas. However, projects like the heat pumps in Vienna offer potential alternatives.

Kirchberger of Wien Energie emphasized that the ultimate goal is to achieve true independence and provide the people of Vienna with a secure energy supply and price stability. As she stands in front of the pumps, silently working in the background, it is clear that the Vienna heat pumps are a step towards this goal.
